Implementation of integrated permit system
Attevo provided systems integration services to the City of Cleveland for the deployment of Accela Automation® as the new Web-based enterprise permit, license and code enforcement system.
Client challenge
With 12 departments operating 15 manual and disparate systems, the City of Cleveland struggled to support functions such as inspections, permit and license issuing and billing. City administration needed to consolidate legacy information to drive computer-enabled operations across the enterprise. Differing levels of staff skill also posed a problem as the City contemplated the change from offline to online operations.
City officials wanted to ensure that a solution allowed it to cut expenses, contain staffing costs, provide greater flexibility in deploying online resources and improve accessibility to citizens and other constituencies. Providing increased service levels to its extremely large user base, using several computing platforms, was a mayoral campaign promise.
The City selected Accela Automation® as the foundation for its permit management system. The City needed to integrate all departments and divisions electronically, allowing for centralized data and automated processes to implement efficiencies and improve communications. The complexities of this issue included:
- High number of legacy data systems with disparate technologies
- 12 Agencies
- Over 400 users
- Over 100 inspectors to be supported with wireless handheld units
- Over 100,000 permits & licenses yearly
The City had also recently experienced a less-than-satisfactory enterprise implementation, and required an experienced and proven systems integration firm to assist with project planning and management.
Attevo solution
Attevo served as project manager, coordinating resources from the City and Attevo, subject matter experts from Accela and managers from a professional engineering firm associated with the City.
To facilitate the implementation, Attevo developed and deployed both an object-oriented data conversion tool and a computer-based training program, complete with testing modules, administrative management and customized documentation to greatly reduce the time of deployment. All 400 users were trained in Accela Automation® and the basis for training new employees in the future was established.
Results
Attevo successfully deployed Accela Automation® as the City's new Web-based enterprise permit, license and code enforcement system, within the targeted nine month timeline and under the original budget.
The new system, deployed in 12 key departments, integrates activities City-wide in one central data warehouse, provides online services to citizens and powers more than 100 City inspectors with wireless mobile devices to shift their operations directly to the field.
The application provides a centralized database for all participating City departments, allowing over 400 employees to be interconnected and operate more efficiently. All of the processes handled by these departments are streamlined, including permit application and tracking, building inspections and code enforcement.
